First, I will explain the topic.

Governor Ishihara started a strict regulation for diesel engines in Tokyo from last October. By this law, all drivers whose car engine is diesel have to put equipments on their cars in order to reduce the emission of particulate matter and other pollutants, or they have to stop using their cars; otherwise they will be strictly punished. I have covered the background details

Second, I will tell you what the purpose of this law is.

According to "Research on Environmental Disruption" spring 2004, diesel exhausted gases cause asthma or other respiratory problems, lung cancer and so on. In Tokyo, the number of patients who suffer from those illnesses is increasing. Therefore, the Tokyo government has introduced this severe regulation.

I suppose Mr. Ishihara worried about citizen's health because it is related to other social problems such as employment, that is, economical loss. If so many people get sick seriously because of car pollution, they may lose their jobs, or they have to reduce their jobs. Because they do not have as much money as before, they will tend to consume less. Then, many shops will be damaged.

I have covered the purpose of this legislation.

Third, I will talk about the cause and effects of this issue.

Air pollution. Every year, especially cars which have diesel engines exhaust particulate matter and other pollutants. Look at this graph which is offered by Tokyo government website. This shows us the amount of exhausted PM in Tokyo. This part comes from cars, mostly diesel cars. And these chemicals cause air pollution. These chemicals are so small that they can easily come through lung. Its effects are health problems such as asthma or other respiratory problems, lung cancer and so on.

I have told you about the cause and effects.

Finally, I will show you my idea for the future.

According to "Research on Environmental Disruption" spring 2004, the amount of these dangerous chemicals in the atmosphere is decreasing because of gradual regulation in Tokyo.

Although we have to see the results of Tokyo government's policy a little bit more, I hope it will work well. This means it is good for our health. Then, the Japanese government's policy should change as soon as possible.

To summarize, a strict regulation has introduced for air pollution management from last October, because air pollution damages our health problems. Although we need to see the results of Tokyo government's policy, I hope it will work well.
