Inaba is the blond, absentminded, but sweet rabbit-costume-wearing worker from the Destiny Production Management Bureau. He appears in the OVA (original video animation) of Inaba the Dreammaker which is part of the long running and well-loved anime TV, movie, OVA, and manga series Urusei Yatsura by Rumiko Takahashi. Inaba wears a full-body costume of a white rabbit and wears a red apron with a clock symbol on the front. I commented once on IRC that Flavor Flav of the Rap group Public Enemy might have gotten his idea of wearing a large clock as a necklace from this character, but that would be a real stretch.
